p1626 Although a court of appeal ordinarily should not issue a peremptory writ of mandate in the first instance unless the petitioner's right to relief is obvious, it may issue a suggestive Palma notice that (1) informs the parties that the court may issue a peremptory writ of mandate in the first instance, (2) solicits informal opposition to the writ, and (3) recommends that the trial court reconsider its own ruling after according all parties notice and an opportunity to be heard.
